Article 1:  Name

 

Our Crew shall be known as 5th Vanier Rover Crew and it is sponsored

By St. Theresa’s Catholic Church in Sydney Nova Scotia.

 

Article 2: Membership

 

A 5th Vanier Rover Crew shall be a “Term Group” with exception. In order to be accepted, any applicant must be close to the same age and have interests similar to the rest of group and a willingness to work at the present level of the group.  New applicants will be interviewed by the Membership/Nomination Committee followed by a discussion with the membership to determine if a vote is required. The agees of 18 - 26 are a general guideline and variations of 1 year may be permitted with the approval of the Crew.

 

B. All members shall accept these bylaws on admission.

 

C. All members shall abide by the rules and regulations of Boy Scouts of Canada.

D) Every member shall make the Rover Promise to the Crew on Investiture.

E) Membership may be reviewed and revoked by the Executive if a member uses alcohol, drugs, tobacco or foul language on any Rover or Scouting functions or regularly fails to live up to the Aim and Principles of Boy Scouts of Canada and The Rover Promise.

F) If a member misses 3 or more meetings in a row without a valid or reasonable excuse, his/her membership may be reviewed.

G) Emotional and physical relationships between members of the Crew will not be tolerated in, at, or around Crew activities. Relationships should never be allowed to interfere with the smooth running of the Crew.


Article 3: Executive Committee

A) The Executive Committee (a.k.a. the "Executive") shall consist of the following officers: President, Vice-President, Secretary, Treasurer and an adult advisor.

B) Duties of the Executive Committee:

President- chairs all meetings; co-ordinates Crew activities and attend Rover forums on the Crew's behalf

Vice-President - acts on behalf of the President in his absence and assumes such other duties as the President may request of him from time to time.

Recording Secretary- keeps attendance records of the Crew, takes the Crew minutes and carries out other tasks requested by the President.

Treasurer- keeps all financial accounts of the Crew.

Advisor(s)- helps the Crew members and the Executive Committee to achieve their objectives, and is ultimately responsible for Crew actions to the sponsoring Group Committee. Advisors have veto power on any decision made by the Crew (concerning safety and legalities).

C) All crew officers should have a complete understanding of their roles [procedure at meetings].


Article 4: Election of Officers

A)    Nomination of the incoming Executive members shall be undertaking annually in May by a nominating committee called by the advisor(s), which shall consist of two current members. Nomination of the incoming Executive members shall be made open to any invested member. An officer can't be in the executive for 2 years in a row unless there is a vacancy.

B) The nominees shall be moved at a business meeting with a call for further nominations, if any, from the floor, to be followed immediately by and election with additional rules.

-Only invested members may be elected or able to vote.

-Outgoing members of the Crew may not vote for the incoming Executive.

C) The term of office is for one year starting in September.

D) A vacancy occurring in any of the elected positions during a current year shall be filled by appointment of the Executive, subject to the approval of the President.


Article 5: Banking

A)    5th Vanier Rover’s will have a bank account in the official name of “Scouts Canada” and the crew name and to be kept in an account at the Sydney Central Credit Union.

B) The treasurer will keep the bankbook, Chequebook, and all financial corre spondence.

B)     Both these books must be presented at all executive and business meetings.

D) All cheques must be signed by any one of the two appointed executive members and by the advisor.

Article 6: Dues

A)    Dues shall be $2.00 a week to be paid at each meeting.

B)     If after three weeks an individual doesn’t pay his dues action will be taken by the executive.

Article 7: Dress

 

A) The official Rover uniform (tie and shirt) shall be worn to special occasions such as investor, business meetings and end of the year ceremonies.

B) At informal activities the casual uniform (t-shirt and scouts Canada vest) will be worn unless the official uniform is chosen to be worn instead.

C) The casual uniform is to be worn at all regular Rover meetings except fun night where casual clothes may be worn.


Article 8: Crew Organization

A) The executive shall have a meeting once a month.

B) The Crew shall have a business meeting once a month immediately following an executive meeting. Meeting dates can be flexible if conflicts in scheduling arise. Meetings from May to August will be on an as required basis. There shall be a Crew fun night at least once a month.

C)    Activity committees will be formed and will be responsible for organizing special activities

D) The Crew will endeavour to live according to the mission, principles and practices of scouts Canada, to live by the Rover Promise, and to design activities that will enable all members to achieve the Rover program objectives described in the Canadian Rover Handbook

Article 9: Amendments

A) The By-Laws will be reviewed in September and January by the members and Advisor(s).

B) A majority vote of all members is required to give approval to any Amendments to the By-Laws.
